Could be a basking shark (plankton filter-feeder) with its mouth only partially open. They have no teeth. But it still looks weird.
Burl (that's how I pronounce your screen name in my head, although it makes no sense), you are probably right about it being a basking shark. They are big sons of bitches, too. Still looks crazy.
