I can't help but assume we're looking at the employees of a brothel, and possibly a few of their daughters. Them again, I just watched Pretty Baby, so that could be influencing my understanding of this photo.

Yeah. At first I wondered, "Sisters?" but then I realized that no one has her arms wrapped around anyone. Sisters always pose with arms wrapped around each other, as do school mates. I think you may be right. The woman in black in the back- she is one-of-these-things-is-not-like-the-other.

Is that little girl smoking a cigarette? They sure are a bunch of sassy ladies. I like the expression on the girl with the scarf.
A pipe, like the rest of the ladies. And I think that scarf girl is my favorite.
Mormons? With whatever they call the head wife? I don't know why they'd have pipes, though.
I guess it's just the exceptionally long hair that's giving me that idea.
