Look, obviously this craft does not need a lot of guidance to stay in the air. He can probably sip wine and smoke a cigar and still hover safely over the townspeople below.
It certainly doesn't look very high powered.
He's like Jimmy Buffet who doesn't like to fly so high that he can't see the restaurants below him.
