It's because it is a Naval training for these men. If you have to abandon ship in the ocean and there is oil on the water on fire you are trained to stay underwater and only surface quickly to take a quick breath and submerge again. This was taught in WWII and thru the 70's in U.S. Coast Guard and Navy bootcamps.
